Base - Legislators with a Business Rating of 75 or above; consistent supporters of pro-business views.
Swing - Legislators with a Business Rating of 74-55; frequent supporters of pro-business views.
Occasional - Legislators with a Business Rating below 55; occasional supporters of pro-business views.
A sharp decline in support for business is attributed to the legislature's failure to adress transportation solutions in 2006. In 2007, the Senate rebounded. But, despite enactment of a major transportation funding bill, suport for business in the House continued to slide.
